SAN DIEGO ---- A county-commissioned study estimated that illegal immigrants directly cost the county of San Diego and taxpayers 101 million last year, and indirectly cost an additional 155 million in unpaid medical care.

However, the estimates in the 40,000 study, which the county Board of Supervisors voted to pursue in May 2006, were largely based on anecdotal information rather than hard statistics.

Supervisors sought the study in the hope of presenting federal officials with a bill for the costs of illegal immigration in the border county of San Diego. Horn and the rest of the board say local governments and taxpayers should not have to pay extra for a "failed federal immigration policy.

The study itself, compiled by San Diego State University professor John Weeks and former Chula Vista Police Department border studies expert David Eisenberg, said the study "must be viewed with a certain amount of caution" because its estimates were based on anecdotal evidence.

Weeks said there aren't many hard numbers about the costs of illegal immigration because most agencies don't track residency status. In some cases they are forbidden to do so by federal funding laws. Weeks said estimates in the report were largely formulated by multiplying the budgets for county departments by 10 percent ---- a figure county officials said was a "reasonable" measure of illegal immigrants' cost to their programs.

The report estimated that illegal immigrants cost the county roughly 75 million in criminal justice costs, such as jailing and prosecuting, and 26 million in health, social and other costs.

Horn, who pushed hard for the study to be done, said Friday that he planned to use the report to lobby the federal government, through Rep. Brian Bilbray, R-Solana Beach, for help. He also said he thought the 255 million figure was too low ---- in part because he thought it underestimated the illegal immigrant population and did not take education costs into account.

"The next step is to get Bilbray to change the rules and get the hard numbers," Horn said. "I think they're extremely conservative."

Bilbray, who campaigned for the study along with Horn when both were running for election in 2006, issued a written statement saying he was eager to work with Horn to get federal reimbursement.

"When it comes to illegal immigration," Bilbray said in his statement, "the federal government is the biggest deadbeat dad in America."

Bilbray retained his seat after a campaign based on fighting illegal immigration.

In 2001, county supervisors released a study compiled by researchers for the United States-Mexico Border Counties Coalition that said the county spent more than 50.3 million in 1999 on criminal justice and medical care for illegal immigrants.

But in 1994, a report by the Urban Institute suggested that immigrants generate an overall surplus of 25 million to 30 million in taxes.

The new study also looked just at what costs illegal immigrants create, and did not try to look for benefits that illegal immigrants might bring the county.

"I'm not even asking that question," Horn said. "I spend taxpayer money for taxpayer services. That's my charge. My issue with the federal and state government is that they're asking me to spend my taxpayer money on people who don't even belong here."

Pedro Rios, San Diego director of the American Friends Service Committee, a Quaker human rights organization, said he was afraid the study would be used to promote "anti-immigrant sentiment."

"Some of the more extreme groups, vigilantes and others, generally maintain a position that migrants harm the general society," Rios said.

Weeks, meanwhile, said he hoped others would try to study what benefits illegal immigrants provided to the community, and that it was a relevant calculation to the discussion of illegal-immigrant costs.

In his study, Weeks wrote that illegal immigrants obviously contribute in a variety of economic ways by spending money and providing services.

"My personal perspective is neither pro- or anti-immigration," Weeks said Friday. "The target audience for this report is the federal government ---- not to play into the arguments about whether immigration is good or bad, but to keep the need for some reasonable immigration reform legislation on the table."

Wow, leave it to NCT to attack this study in about 4 different ways. This study doesn't even include educating all the ... illegal alien students. The impact on our communities is devastating as far as welfare and other social programs. Pedro Rios now thinks that elected politicians are vigilantes. AFSC is the extremist race-based hate group who can't stand that the truth comes out that the illegal alien invasion is destroying America. They are fooling no one anymore.

So, just what did the "authors" of the "study" do for their $40,000? Goof around with "anecdotal evidence". If we can send men to the moon, splice genes, etc., why can't we determine if there is a real economic problem here or not? This is about hard numbers and unfunded federal mandates. This is a big issue for southern California -- maybe the problem is not as great as we think, or maybe it is worse. It is clear we do not have the brightest bulbs on the tree addressing this issue, or a workable solution would have been formulated years ago.

What about some of the real cost to ourselves and our once great nation. When I was a kid they said it was going to be to crowded and the children we were about to have were unwanted. They only started messing with our heads at first. Then they launched Family Planning and a program called Zero Population Growth. About 1986 these same programs became the Safe Sex movement. The programs did work. They stopped the growth of the population of the founders of this once great nation. Now every spot and then some is being filled with illegal invaders by the same purveyor's of the population control programs. Now I find I have spent my life, not surrounded by children and grandchildren, but surrounded by illegal invaders and others the government prefers as residence. My lifetime has been pretty much lost in a lot of ways.

Revolution in governing. It is time to look into the Treason involved in the recent illegal passing of the agriculture bill that gives social services to illegal aliens. Should we also be subsidizing the criminals in businesses illegal labor? We should look into the fraud involved in the comprehensive immigration bills of the past that have only had the amnesty and gravy parts doled out to the illegal invaders while they never do get around to the enforcement parts. If this happened in the private sector they would have been charged with fraud long ago! Or the tax money going to race groups like La Raza. Or the Federal Governments involvement in the conspiracy to create sanctuary cities around the United States. Or the failure of government employees upholding their oaths of office. Or the failure to enforce the Aiding and Abetting Laws. We are going to have to restore law and order in our government before we can restore order in our streets.

There is no doubt what illegal immigration costs the taxpayers in many ways. Our insurance costs are so high because hospitals have to charge high fees to reinburse themselves for all the free care they provide to illegals. Then prison costs and on and on. Illegals spend a very limited amount of money in the US and send the bulk of it back to Mexico. Our childern receive a poor education becuase illegals crowd the classrooms. The US is being financially drained by China and Mexico which are consuming what once was our middle class jobs. Expect a recession or worse soon and an open border with Mexico. We should be protesting in the street instead of being so apathetic and easily mislead by the media.

I think we are about to reach a tipping point with immigration in this county. He we are struggling as citizens to live a decent life and all we hear is that there is not enough money for the basic services from the government (schools, medical). All the while the illegal immigrants are sucking the life right out of society and demanding citizenship instantly. I'M SICK AND TIRED OF IT!

The description of this study should be changed from "anecdotal" to "gossip." It lacks validity because it doesn't take into consideration the contribution of illegal immigrants in terms of exploited labor,social security and other tax contributions, not to mention millions of dollars in consumer purchases, rents, etc. Remember the words of Abraham Lincoln: you can fool some of the people some of the time, but not all the people all the time. Taxpayers deserve a more balanced and objective study, not one that fans the flames of nativist prejudice.

Open Borders mentality won't change the facts. Illegal's do cost the community tax payers millions. We can ignore the facts all day long, but the truth is the truth. I'm surprised that the cost estimates are so low. In any case, the study spotlights the lies about how illegals contribute so much to our local economy and how they are "only here to work and do the jobs American won't do". What are we all really saving if we save a few cents on a head of lettuce but end up paying hundreds of dollars per illegal in unpaid medical and other social programs? Having large numbers of poorly performing illegal aliens in classrooms also drives better students to private schools at great cost to their parents. This further lowers the quality of education as they better students flee the public schools to obtain an acceptable education. The cost of providing our children with a mediocre education due to having illegals in the classroom is a lifelong negative impact our children. Why do our children have to endure this lower quality of education, which reduces the quality of their lives, due to illegal aliens invading our country?

Is the North County Times for real? Why not just make this a little bit more incredible. I would agree, that the total cost is low in this study. I am sure that if they did an actual study, it would be much higher. We need to stop the invasion of illegal aliens and illegal drugs from coming into this country. We also need to STOP paying for all of the free benefits that the illegal aliens are receiving. You know the courts go after dead beat dads. Why can't someone go after the federal government in the same fashion? I want to know why the governemnt prohibits the gathering of statisics based on an individual's immigration status. We can't get a handle on spiraling public sector costs, which the taxpayer must bear, until we can get the real facts and figures on all individuals who are not here legally.

I agree - let the illegals self-deport and pay the bill on the way out the door. The actual costs are probably much higher than the report shows as not all data is available. That is $250+ million dollars we don't have for our roads, police/fire services and education for legal citizen's children. The conclusion of this 'study' was foregone. They failed to used facts and statistics according to this story so it's nothing more than someone's individual opinion with nothing to back it up. A complete waste of paper calculated to inflame increasing tensions on the immigration issue that wasn't an issue until Bush made it one.

Lets see, we just went through the greatest economic boom in the history of our county. Record house prices, low unemploymnet, everyone was happy. It's time we built a wall across the entire border, and deport all of these illegal alien criminals. Crime in San Diego county dropped ... after the double layered wall was built here. And if we went after the employers of these criminals very harshly, we wouldn't even need to deport most of them, they would self deport.

I agree with Donald that the first change should be to allow information about immigration status to be collected at the point of service (hospital, school, etc). Of course, then we would know the true magnitude fo the problem, which is something that some don't want us to know. I also agree that it's the schools and American students that are really paying the price for this problem. In our own family, we ended up sending our son to a private school because of the ongoing discipline problems with non-English speakers in his crowded elementary school classes. Having been through public schools all my life, this was a bitter (and costly) pill for our family to swallow.

The greatest responsibility for today's devastating, massive, third world invasion of the United States of America can be laid directly at the doorstep of the Bush administration. Since President George W. What is costing me millions - no billions is not the immigrants who come here to work. I agree with most of the posts. This is just the tip of the iceberg of the extremely high cost of illegal immigration. How do we know? Annecdotal information sometimes speaks louder than statistics. Statistics can be made to show whatever the author wants them to show, but you just can't beat what we see around us every day. Paying billions in taxes for social services we can never use because that system is so bogged down by illegal immigrants mooching off of it. So the local dishwasher who has no legal right to enter or reside in the United States supports his family of four on his minimum wage job. His children are more than likely born here and since he carries no health insurance, Medi-Cal is used for the births and babies are US Citizens. The local ER is used as their primary care facility too. Since he cannot afford to feed his family, he uses WIC (women-infants & children) as well as food stamps. Sure, he is a good Christian guy and all he wants is what is best for his family but WHY do I have to pay for it?? My uninsured auto insurance is sky-high because these folks drive unlicensed and uninsured, so again, I PAY FOR IT! Assuming whose social security number they use to work, I don't care how much taxes they pay. MY COUNTRY is changing and I do not like it. Our elected officials are sickening. Republican? Democrat? they are both equally useless. We need change in a big hurry.

What did it cost in 2007? Again, this is not an immigration problem. It is an invasion. What does it cost us when our children our less educated, their health is compromised by a deteriorating health care system, and the they can't find a starter job, because we have given them all a way. I started out doing landscape, worked in a grocery store and fast food restaurant. There are not jobs left like for highschool and college kids. The ignorance of the American people will cost their children and childrens children the right to hope and the abiltiy to have their own family.

I'm really curious what Bill Flores from El Grupo and even Ed Sifuentes from the NCT has to say about this. We haven't even scratched the surface of all the "costs" Americans have had to pay for illegal aliens. What about prosecution and incarceration of illegal aliens in our justice system? What about the increased costs Americans have had to pay for uninsured motorist coverage on our automobile insurance because of the illegal aliens (and Mexicans in general) who are without insurance? What about the hit-and-run accidents caused by illegal aliens? The list goes on and on, which is why Americans are thoroughly fed up with illegal aliens.

My neighbor was complaining about illegals. I asked if she hires them to do yard work. She said she doesn't, but her husband does. Seems she should be complaining to him. If you don't want illegals in this country, refuse to hire them or to consume the goods and services they provide. Also, crack down on the employers who hire them. Personally, I'm more worried about Iraq and China, which is robbing us of jobs and buying up America with the money we spend on their goods & services.

No. Hate filled is cutting some seniors on fixed incomes medical to accomadate illegal aliens, allowing illegal aliens to steal Americans identities, forcing hardworking taxpayers to pay for the enormous social costs of people who have never been invited here by the greater American public, making children who are citizens sit in classroom and having their time wasted to teach people who shouldn't be here English, having unidentified people roaming around and killing people in car accidents,allowing an open border where child molesters, murderers, thieves and drug dealers can perpetrate their crimes on American citizens.Who knows who else is coming through unidentitfied and what their plans are? Final comment, what is so fair to Americans, when politicians who suck up to big business put the interests of the ancestors of Americans who have paid taxes and built up this nation ahead of people who have not invested a dime to build this nation? Your Children STruggle Becasue you fail as parents.... my children aren't struggling because of the brown boogie man. They are just missing out on opportunities I use to have when I went to school... free art classes in elementary school, free driver's ed & training in high school, etc. I have been involved in classrooms as well as fundraising for schools that my children have gone to. They're missing out because the school district doesn't have money for these programs anymore. But hmmm... there's money to educate ILLEGAL students?

This article is well thought out and informative. It is just too bad that the numbers for the cost of education and the costs for services going to unknown illegal aliens are not included. Now look at the big picture. These are just a sampling of the costs for one county. Is there any doubt that for Los Angeles, San Bernardino, and Orange Counties are many many times greater? You can tell that most of the nasty comments made on this story are from the same person or a few people who are blatantly for open borders or the giving up of our sovereign country. Their strategy is apparent as when they cannot present a logical rebuttal; they start with the name-calling and the chants of racist. This story does nothing to inflame anti-legal immigration but merely points out the facts, of which most of us know anyway. We all have eyes, and we are not dumb.

Education funding is the 800 pound gorilla. The California state lottery was pushed as the solution to education funding in this state. Yet every election I am asked to approve another new bond to build schools to educate children of illegal aliens. Every year I must buy a bus pass so my son can ride the bus to school and the children of illegal aliens can ride free. The federal government has effectively passed on the hidden costs of illegal immigration to the state and local taxpayer by forbidding schools to ask for immigration status. We know we're being scammed for millions, but we can't even present a bill to the feds because they won't allow us to collect the data necessary to calculate the bill.

Why are we even having to have a study. Our so called Senate is pandering to big business rather then securing our borders and enforcing immigration laws. People you need to look at who you are voting for! We are lucky to have Bilbray, Hunter, Issa, Rorhbacher, Wyland and some others. Vote out those that are ruining our state. If some of you do not realize what the negative impact of illegal immigration is having then you need to get out more. If the majority of our leadership in this country was doing their job this would not even be an issue. The Democrat Presidential Candidates were just wooing the latinos in Florida. We have 9 guest worker programs. Our government can't even track these. These programs are already abused by businesses. We have enough prisoners in California that could pick all of the produce in the United States. I understand this program is working well in Colorado.
