Sussex gets a deal on drugs

Roughly one in eight Sussex County residents lacks health insurance, but every resident soon may be able to purchase prescription drugs at a discount.

County Council on Tuesday night agreed to participate in a national program that entitles citizens to obtain drugs for less than list price. The program's sponsor, the National Association of Counties, says savings on commonly prescribed drugs average 20 percent.

Councilman Finley Jones suggested Sussex join the program after learning of it at a recent conference of the association. The association represents the nation's more than 3,000 county governments.

Sussex Administrator Dave Baker said the program will start in eight to 10 weeks, when cards required in the program will become available. The cards, which will be distributed at libraries and other public places, can be used by people of all ages and incomes, regardless of existing health coverage. People with health insurance can use them to obtain drugs not available under their insurance plans.

According to 2000 federal census data, 13.6 percent of the 137,000 people then living in Sussex lacked health insurance.

Baker said most of the larger pharmacy chains operating in Sussex will accept the cards.

The program won't cost users or the county anything, Baker said, explaining that the program's administrator -- Caremark Rx Inc. -- covers costs by collecting a small fee from the participating pharmacy on each transaction.

Using the card will be simple, Baker said. "A cardholder will simply present it at a participating pharmacy. There is no enrollment form, no membership fee and no restrictions or limits on frequency of use.
