Task Force reveals burnout plans
The GAA has announced proposals to tackle the growing number of young players suffering from burnout.
It's proposing to scrap the All-Ireland minor and Under-21 championships and replace them with a new Under-19 grade.
The Task Force also wants to introduce extra-time to all championship matches, except provincial and All-Ireland semi-finals and finals.
The proposals, which would come into force for two years, will be discussed at a Special Congress in January.
Restrictions on training weekends for county teams are also mooted.
This proposal says that intercounty panels should not be permitted to go on training weeks/weekends after the National League finals - except during the 13 days prior to a Championship game or 20 days prior to an All-Ireland Senior Final.
The GAA appointed a task force to look into the area of player burnout in March and that committee has now come up with its proposals.
Former Dublin manager and sports medicine consultant Dr Pat O'Neill headed the task force and others on the committee included GAA director of games Pat Daly and player welfare officer Paraic Duffy.
Other members included Mickey Moran, former Clare hurling goalkeeper David Fitzgerland, Higher Education stalwart John Devaney, Colm O'Rourke and Ulster director of coaching Eugene Young.
Additional proposals include the introduction of education on training techniques and the development of an injury surveillance strategy.
The Task Force says that a "scheduled playing calendar with structured recovery periods, rest period and a close season" should be introduced.
Other proposals include the "reduction of travel inconvenience" and "reduction of medical and treatment costs".
The members of the Task Force also came up with a range of proposals which they believe would help the club scene.
Under the proposals, counties would have to submit their club championship programmes to their provincial council by 31 March each year.
The provincial council would have the authority to approve or to adjust the counties' club championship schedules.
Provincial councils would monitor the progress of each county's championships on a monthly basis.
The Task Force proposes that intercounty match-day panels should be 30 for championship matches and finals and 24 for all other games.
It also states that all rounds of the All-Ireland qualifier competitions should be played off over single weekends - even if it means that all games cannot be played in Croke Park.
Also, teams losing provincial finals would be guaranteed no more than a seven-day gap before playing their next round of the All-Ireland qualifiers.
Tbe quarter-finals of the All-Ireland Football and Hurling Championships would be completed by the first Monday in August (Republic of Ireland Bank Holiday weekend) which would "guarantee that 28 counties in football in hurling will be in a position to complete their championships without interruption from the intercounty programme after the date".
The Task Force also calls for intercounty managers to sign an undertaking "not to organise collective training in November and December".
There are also proposals that intercounty players being released to train with their clubs on certain designated nights.
